This week's federal contracts, deals and bankruptcy filings involving Maryland businesses include the following:
FEDERAL
DynaVet Solutions of Elkridge won $102,994 from the General Services Administration for audio and video system upgrades.
Easco Hand Tools of Sparks won $1.11 million from the Army for sets, kits and outfits of hand tools.
FMR Consulting Services of Springfield won $200,000 from the Department of Education for financial advisory services under the American Recovery and Reinvestment Act.
IBM in Bethesda won $74.44 million from the General Services Administration to design and develop an acquisition environment architecture.
Intelsat General of Bethesda won $10 million from the Defense Information Technology Contracting Organization for worldwide commercial telecommunications services.
Nurad Technologies of Baltimore won $235,790 from the Coast Guard for radar radomes.
Phoenix Trading of Rockville won $51,515 and $92,320 from the Defense Logistics Agency for cartridge magazines.
Pitney Bowes Government Solutions of Lanham won up to $30 million from the Department of Justice for professional, administrative and management support services.
Smart Power Systems of Baltimore won $158,508 from the Air Education and Training Command for ground power units.
Swales & Associates of Beltsville, dba ATK Space Systems, won from NASA up to $1.35 million from NASA for technology, engineering and aerospace mission support under the American Recovery and Reinvestment Act and $1.26 million for observatory decks and support panels.
Temple Allen Industries of Rockville won $216,549 from the Navy for a mechanical arm, vacuum-assisted sanding system.
Vigil Contracting of Crofton won $2.13 million from the Department of Agriculture to replace plumbing systems under the American Recovery and Reinvestment Act.
Z-Tech Corp. of Rockville won $300,000 from the National Institutes of Health for software development services under the American Recovery and Reinvestment Act.

DEALS
1-800-Pack-Rat of Bethesda, a moving and storage company, closed on $99.17 million in an equity offering.
Classic Sleep Products of Jessup emerge from Chapter 11 bankruptcy with its sale to Classic Brands LLC, which was formed by the current management team and the company's Chinese manufacturing partner and also a creditor. Financing was provided by JMX Capital Partners and Classic's senior lender, CIT Commercial Services. Together, the parties are contributing $10 million to recapitalize the company. Classic Sleep filed for bankruptcy on Jan. 4.
Papa Bello Enterprises of Baltimore plans to acquire Royal India Express of San Diego, a fast-casual, Indian restaurant brand it plans to franchise.
Georgetown Consulting of Clarksville, which provides supply chain management services, formed Fourth Party Reverse Logistics and acquired partial ownership of TBW Solutions of Alpharetta, Ga.
Biopharmaceutical company United BioSource of Bethesda has opened an office in Tokyo.
