Newland submits Town Center revisionDeveloper has six months to work with board and community to make sure proposal compliesNewland Communities submitted its revised site plan for Clarksburg Town Center to the county Planning Board late Monday afternoon, just before the board-appointed deadline. The plan includes significant enhancements to the planned retail core, community landscaping and Resident’s Club, Newland officials reported. The developer will have until September to work with county planners and the Clarksburg Town Center Advisory Committee to resolve outstanding issues. The original plans for the development have changed significantly as a result of a mediated agreement between Newland and the advisory committee, a group of residents that uncovered hundreds of site plan violations in the community in 2005. The mediated deal was incorporated into a Plan of Compliance approved by the Planning Board in 2006. The deal will cost the developer and five builders almost $15 million. Douglas Delano, the vice president of operations for Newland of McLean, Va., said he is looking forward to the review by the Planning Board. ‘‘I think the plan that was submitted complies with the Plan of Compliance,” Delano said. ‘‘It is a good plan.” The community had not yet had the opportunity to review the plans by Tuesday, said Kathie Hulley, the president of the Clarksburg Civic Association. Nellie Maskal, the Clarksburg planner for the Park and Planning Commission, said county planners hope to have the revised site plan for Clarksburg Town Center available on its Web site by May 30. The 265,000-square-foot Clarksburg Town Center retail center is intended to serve all of Clarksburg. It will include a grocery store with a footprint of up to 51,000 square feet and 20 to 42 tenants, including a coffeehouse, restaurants and convenience-type businesses, Newland officials have reported.
